Obligation register
27 provisions, in commencement order
A selected register of 27 provisions and schedule items inserted or amended by C2026A00066. Each page states the legal obligor, the commencement date, the penalty, suggested evidence, and what the text does not say. The selection covers every provision that places a duty on a provider, an insurer or the CEO that this product treats as in scope; the nominee civil penalties in subsections 80(5), 83(3D), 84(8A) and 189(2A) are recorded inside the civil penalties page rather than as separate rows, and purely mechanical amendments are left out.

LiveSchedule 5. The day of Royal Assent.
How to read a page
The left column carries the citation, the part of the Act, the commencement date, who the provision binds and the penalty. The prose answers five questions in order: what the provision requires, why it matters to an insurer or a provider, what the amendment changed, what evidence is asked for, and what to do before the date. The last section states what the text does not say, because a gap in the Act is not a gap to fill from memory.
Where this sits across four markets
The register is a reading of one Australian instrument. For a buyer who writes business in more than one market, the position is named here rather than implied.
Australia. C2026A00066 amends the National Disability Insurance Scheme Act 2013. The amending Act is held in full and read here. The National Disability Insurance Scheme rules, the ministerial determinations and the plan management deed are named as dependencies and not stated, because they are not part of this Act.
United States. No federal regime governs these NDIS duties. State insurance law, HIPAA and the state privacy laws apply to their own subjects, and none of them is read into this register. The United States is named for context only and is not counted as a held regime on this site.
European Union. The General Data Protection Regulation governs personal data, and the Insurance Distribution Directive and Solvency II govern insurance distribution and capital. None of them governs NDIS provider duties. They are named for context only and no EU instrument is read into this register.
United Kingdom. The UK GDPR governs personal data, and the Financial Conduct Authority rules apply to authorised firms. Neither is an NDIS instrument. The United Kingdom is named for context only.
The three non-Australian markets are named, not held. No coverage count is claimed for them.
Where the text stops
Several duties depend on the National Disability Insurance Scheme rules, on a determination or on a deed. Those instruments are not part of this Act. Where a page depends on one, it names the dependency and does not state the content as if the Act contained it.
